A democratic republic can only survive and flourish if its citizens are well-educated. However, such an educated society can only exist if the overall majority of its citizens has the individual cognitive ability to handle proper education. Public enemy #1?

Recently I came across the lead crime hypothesis. According to this hypothesis, proposed by Rick Nevin, crime rates are related to the exposure to lead.
